RailExNet is a network of experienced rail specialists from many European countries. Its members provide advice and studies on rail policy, strategy and organisation to European institutions, governments, sector organisations and railway sector companies.

It is uniquely positioned to offer informed impartial advice because all of its members are:

- experienced railway senior managers and engineers, with practical, not academic, understanding of how railways operate
- independent of any railway company with no pressure to make recommendations that serve any national or commercial interest.

RailExNet has one member from each country who is the primary point of contact. Each member has a personal network of other experts on whom to call for specific tasks.
